“Hina Billiards” has opened in Namaze Higashimachi along National Route 176.
(Thanks to Kumasan and Sasako @ Nishitsu SP for the tip.)
Here’s the notice↓

It looks like it opened on September 24😃 It seems to be called Hina Billiards.
Here’s the location on the map↓
The address is 1F View Terrace Takarazuka, 3-3 Namaze Higashimachi, Nishinomiya, Hyogo.
Area Around “Hina Billiards”

If you go this way, you’ll head toward Namaze Station.

If you go in the opposite direction, you’ll find places like ENEOS, the Japanese kaiseki restaurant Ganko, Hokka Hokka Tei, and Lawson, before heading into Takarazuka City.

It seems to be a billiards hall where everyone is welcome, including families with children, students, seniors, and people with disabilities. If you become a member, the usage fee is 100 yen cheaper, and they also seem to offer a monthly subscription plan.
Final Thoughts
This is a multipurpose space where anyone can spend time, started by a father who used to be a cram school teacher and a mother who is a certified “play teacher.” They apparently offer billiards trial sessions and beginner lessons, and there are also areas with toys, manga, workspace, and more.
