From the PDF notice about changes to business hours for commuter pass sales offices and automatic commuter pass vending machines

The sales hours on weekdays have been changed.It looks like the change took effect on July 10

Change before: from 8:00
Change after: from 10:00

If you used to buy your commuter pass at the sales counter in the morning, be aware of the change.

The automatic commuter pass sales hours at Koshien Station have also changed slightly

The operating hours for automatic commuter pass sales at Koshien Station have been shortened overall.

Change before: 4:50–24:00
Change after: from 5:00 to 23:30

Hours have also been shortened at Osaka-Umeda, Amagasaki, and Kobe-Sannomiya.

Lastly

People who used to use the counter before work may now use it in the evening, so it could get crowded. This seems to be part of a shift toward using automatic commuter pass vending machines.
