At 6:04 p.m., a heavy rain warning was issued for Nishinomiya City. Kabutoyama has received more than 80 mm of rain in 60 minutes.

Nishinomiya City Rainfall Information System
It has been raining quite heavily, with 80 mm in one hour at Kabutoyama, 66 mm at Kurakuen Elementary School, and 45 mm at Koryo Junior High School.
Nishinomiya is the only place in southern Hyogo Prefecture where a heavy rain warning has been issued, so this seems to be a very localized sudden downpour.

The photo in the back seems to show very severe conditions toward Kotoen. On the other hand, it is sunny toward Amagasaki.
This rain may be causing flooded roads and other issues, so please be careful.
