What kind of event is it?
It’s a festival where you can enjoy five puppet shows in total, performed by both professional and amateur groups! Applications are required for the professional performances, but the amateur performances are free and don’t require reservations, so you can casually stop by and watch 😄

Apply via online application or by postcard. Must arrive by Tuesday, June 11
For postcards, write your name, phone number, the names and ages of all participants, and your preferred performance, then send it to the Culture Section, Culture and Sports Division (〒662-8567 10-3 Rokutanjicho, Nishinomiya)
If there are too many applicants, participants will be chosen by lottery〜

Finally
It probably depends on the performance, but puppet theater is generally said to be mainly for kids around age 3 through the early elementary grades. These days, though, more productions are being created with stories and staging that adults can enjoy too, and many of them are fun for parents and children to laugh along with together 😄 There are also free performances, so it might be nice to casually drop by〜
