The spot is next to the Hyogo Performing Arts Center, on the north side of Yamate Kansen.
People waiting at the traffic light were peering down to look too〜!

It wasn’t as packed as the north side, but they were also on the south side of Yamate Kansen!

Apparently, mullet are fish whose names change as they grow.
In Kansai, their name reportedly changes from “haku → oboko → subashiri → ina → bora → todo.”
I wonder which stage the ones in this river are at?

The area of the Tsutogawa River where the huge school of mullet was seen isn’t near the river mouth, and it’s right in the middle of the city, but maybe it’s an easy place for fish to live!
