Since there’s a sign saying “Open,” it looks like it was completed fairly recently. The rate is 200 yen for 30 minutes, with a maximum of 500 yen(up to 5 hours)〜
It also seems to be an affiliated parking lot for the nearby Italian restaurant and cafe “Shukugawa Trinity & Shukugawa Sakura-an” 😄
