The correct answer is b. Shigeru Mizuki.

Around Showa 30, there was an alley where a pachinko parlor now stands, and manga artist Shigeru Mizuki lived further back in that area. He depicted scenes from that time in his art books and manga.

A streetlight in Imazu Shopping Street
One of the streetlights in Imazu Ekimae Shopping Street is marked GeGeGe no Kitaro: Former Site of Shigeru Mizuki’s Residence.
Here it is on the map↓↓
To think that Shigeru Mizuki, famous for GeGeGe no Kitaro, once lived in Nishinomiya! I had no idea

On the other side of this streetlight, there was a mahjong house called Fujiko-chan (^_^)
With GeGeGe no Kitaro and Lupin the Third, it kind of feels like a little anime road.
