Something mysteriously huge is being built around where the JR tracks and the Tsuto River cross!
This article is brought to you by “ALBOBBY,” a salon that supports Nishitsu.

It’s just so big!
It kind of looks like a warehouse? But surely they wouldn’t build something like that right in front of an apartment building…
The blue piping gives it a slightly stylish look… but it’s still a mystery 🤔?
On the map, it’s around here ↓
The address is 6 Jingikan-cho, Nishinomiya City, Hyogo Prefecture.
On the map, it’s listed as “Jingikan Minami Park”!
Construction in a park?
Why is such a huge area fenced off 🤔??

I went a little closer!
It’s about as tall as the 5th floor of an apartment building.

Hello there!
There’s nothing inside 🙄!?

The blue framework looks a bit like LEGO or Plarail… but yep, still a mystery 🙄

There’s also a really tall crane, but it still just looks like they’re building a warehouse…
I honestly have no idea what this is 😅
Thinking that, I crossed the tracks and went around to the south side…

It says “Higashigawa River System Tsuto River Underground Storage Pipe and Related Improvement Work”!!
After looking into it, it seems they are installing flood control facilities based on the “Higashigawa River System River Improvement Plan” to reduce flood damage during heavy rain.
Apparently, an underground storage pipe with an inner diameter of 4.9m and a total length of about 1.7km will run from around here north to the area near Route 171, and this site appears to be where they are building a discharge shaft to regulate the water volume.
That sounds like a huge project! → Source is here

What is the “Higashigawa River System River Improvement Plan”? → Here

The construction period runs until March 25, 2024.
So it’ll take about three years 😳

The original “Jingikan Minami Park” has been rebuilt next door as a substitute park!
Finally
With such a large-scale project taking three years, I’m sure it’s tough for people living nearby 😢
But this is important work to help prevent major flooding that happens only once every few decades.
Please be careful around construction vehicles and the like during the work period 💁
