The place Horie-san used when he returned to Nishinomiya was also an Umi-no-Eki seaside station.
Apparently, an Umi-no-Eki is a place where anyone can casually stop by, relax, and feel safe at any time. You can visit from both the sea and the land!

Apparently you can moor your boat without a reservation, but if you leave it there for more than three hours, it costs a whopping 800 yen per minuteI ended up doing some nosy math: 8,000 yen for 10 minutes, 4,800 yen for 1 hour, and 115,200 yen for 24 hours (^_^;) Boats really are for rich people, huh?
There was also an Umi-no-Eki called “Nishinomiya Ebisu” at Nishinomiya Marina!
