It looks like カワキ屋クリーニング (Kawakiya Cleaning) is ending its cleaning services for individual customers.
There are currently eight locations in the Hanshin area, and five of them were in Nishinomiya.

It will be closed on September 4.

Koyoen Location, Takazabashi Location
As of September 1, they will switch to “Nomura Cleaning.” Nomura Cleaning has four locations in Nishinomiya, including Shukugawa and Nishinomiya-kitaguchi.

Finally
It seems things had become difficult due to factors like more clothing being washable at home and the impact of COVID-19. There used to be a Kawakiya Cleaning factory where the Life Shukugawa store now stands. It still feels fairly recent, so this is sad to see.
