What is NHK’s Document 72 Hours?
Document 72 Hours is a documentary program broadcast by NHK. A camera stays fixed on a single location for 72 hours, recording the lives of the people who pass through and spend time there. It seems the program first started airing in 2005.

This time, they appeared to be filming people passing through the Mambo Tunnel, and a camera had reportedly been set up inside the tunnel before 6 a.m. on 5/29.
There were also apparently three people wearing NHK armbands on the north side.

The tunnel is low, and more than anything, it’s narrow, so bicycles can’t pass each other. They were probably filming scenes like this, with people taking turns going through.
