The address is 3 Hamamatsubara-cho, Nishinomiya City.
This facility is called the “Nishinomiya City Western Plant,” and it used to be a garbage incineration plant. It is scheduled to be demolished. We covered it in an article.
Maybe because it hasn’t been operating for a long time,
it seems the pigeons had been using it as a rest spot too.
The Higashi River next to it is also a rest spot for ducks.

The chimney is currently being dismantled, and it seems this was a cover for that work. It looked pretty imposing, so some people may have been wondering what was going on.
