The east side of the “Sky Garden” on the 4th floor of Hankyu Nishinomiya Gardens Main Building is currently affected by renovation work, so you can’t access the rooftop from the UNIQLO side.

The outdoor entrance and exit on the UNIQLO side, as well as access from the central parking lot, are currently closed.
It looks like it will be closed until March 15
You can still get to Sweden Trim Park (an athletic-style playground) from the fountain side.

Lastly
When I went to Gardens on March 8, I couldn’t enter from the central parking lot toward the UNIQLO side. So if you park at the far end of the 4th-floor central parking lot, be aware that you’ll have to walk quite a bit. It looks like access will reopen from 3/16.
