It’s former Hanshin Tigers player Yoshio Itoi! According to Koshien-area resident @ Nishitsu Supporter, “It sounded lively from the morning, so I went to take a look and they were holding a youth baseball clinic.”

The address is Tsuto Central Park, 3 Tsuto Sumiecho, Nishinomiya, Hyogo Prefecture.
It seems the event was hosted by The Asahi Shimbun and an Asahi Shimbun newspaper distributor, with former Hanshin Tigers players Itoi and Imanari appearing as the main guests. The kids seemed to be having fun chasing the ball. Itoi has been showing up around Nishinomiya more often lately.
