A heavy rain warning was issued for Nishinomiya at 13:27.
It’s coming down pretty hard.
If you want to check real-time river conditions, the Hyogo Prefecture River Monitoring System is a good option.
Quoted from the Nishinomiya City Rainfall Information System
It’s raining about 60 mm. Since this isn’t a localized guerrilla downpour, the notable thing is that rainfall is about the same across all of Nishinomiya.
Now that the warning has been issued, children may be sent home from school in stages.
