High school tuition will reportedly be made free regardless of income restrictions.

A bill to partially revise the “Act on the Provision of High School Tuition Support Funds” was officially approved at the regular Cabinet meeting on February 27, 2026, and from the 2026 school year, students attending full-time public high schools will receive 118,000 yen, while students attending private high schools will receive 457,200 yen. (No income restrictions)

The details look like this. For private high schools, the amount will rise by more than 60,000 yen from 396,000 yen(for households with annual income under 5.9 million yen).
Finally
It’s true that the large increase in support will make it easier to attend private high schools. However, it’s also true that private high schools tend to cost more than public high schools when you include entrance fees, facility fees, event costs, and other expenses. It’s probably best to estimate that this will mainly cover tuition.
