The address is around 2 Maehama-cho, Nishinomiya City.
The original idea was to start from the taxi stand at Nishinomiya-Kitaguchi, but the roads got complicated in all kinds of ways, so I set the starting point on the boundary between Ashiya and Nishinomiya.

The correct answer is b. 23,460 yen.
First, I used Google Maps to calculate the distance along the Nishinomiya city boundary.
There are a few spots where it accidentally slips outside Nishinomiya City, but please let that slide, haha.
According to Professor Google, one lap around Nishinomiya is 67.2 km. With no traffic, it looks like it would take about 2 hours and 15 minutes!!
Next, the taxi fare.
The taxi fare is calculated under the following conditions.
| Base fare | 660 yen for the first 1,500 m |
| Additional fare | 80 yen for every 230 m thereafter |
Additional fare: 65,700/230 m (rounded down) × 80 = 22,800
Base fare + additional fare: 660 yen + 22,800 = 23,460
Final fare: 23,460 yen
If four people do “one lap around Nishinomiya by taxi,” it comes to about 5,865 yen per person.
