Maybe it’s intended as an explanation for the growing number of foreign tourists these days? Though I imagine foreign visitors can read the numbers…
Actually, vending machines aren’t very common overseas, and Japan is probably one of the few places with this many of them everywhere, so foreign visitors might find them a little confusing.
