It looks like an unmanned gyoza shop, “Kobe Gyozaro Nishinomiya Tsuto Branch”, is opening on Saturday, August 14, right by the Tsuto intersection.
It’s in the former location of the ramen shop “Hatabo.”

In this direction, there’s “FamilyMart Nishinomiya Tsuto Otsukacho” next door, and the Tsuto intersection.

If you go the other way, you’ll find “Daiei Gourmet City Imazu” and “Kusugawa Station,” and it leads out to National Route 43.
