It used to be in this spot on the platform for Kobe-Sannomiya, but it seems to have disappeared recently.
When it was still there ↓
It was installed next to the orange juice vending machine.
This vending machine sold products from “Cake＆Deli Mutter(Mutter),” an allergy-friendly cake shop on the 3rd floor of Co-op Nishinomiya Minami.
Before the vending machine was installed, there was a smoking area here.
Finally
For people with allergies, this must have been a welcome way to casually buy sweets. Since it seems to have been removed exactly one year after installation, there may have been some contractual reason behind it.
