What exactly is this “pokkari hole”?
After looking into it a bit, I think I figured it out.
That said, if you don’t want to know the truth yet, it may feel like a spoiler, so you might want to just enjoy it on the show.

Apparently, this hole is the remains of a military underground facility, an underground factory built during the Pacific War to manufacture the “Shiden Kai” fighter aircraft. However, it seems it was never actually used.
With the Kawanishi Aircraft Company also having been located in Naruo, Nishinomiya was clearly an important military hub in Japan as well. Hmm, interesting.
