This is an artwork by Anthony Caro.

He was a British sculptor known for abstract sculptures made from steel.
By the way, this one is made of stainless steel. Makes sense, since it’s near the sea and would rust otherwise.

Personally, I thought it might be used as lighting, but apparently it doesn’t light up.
