If Nishinomiya were to merge, Amagasaki or Ashiya would be reasonable options. However, the image of Amagasaki and the image of Nishinomiya are completely incompatible. Also, although it strays from the point, I think Amagasaki might be better off merging with Osaka City. Ashiya has a similar image to Nishinomiya, and given the size of the cities, I think both sides could benefit.
