This is the crossing by the north ticket gate at Hankyu Shukugawa Station.

It branches off from the Koyoen Line.

Since this path leads to the north ticket gate for the Osaka-bound platform at Shukugawa Station, there is indeed a proper railroad crossing here.

If you go that way, you’ll reach the Kobe Line.

Trains almost never pass through here, so it pretty much stays open all the time.
That said, I once happened to catch it right when the crossing gates were closing.
