If you join the stamp rally, it looks like you can turn the capsule toy machine and get some goods too.
It also seems to be a promo for an event called Railway Day Collabo Fest, taking place at Hanshin Racecourse from 9/30 to 10/1.

Honestly, when the tip first came in via LINE, I thought, “No way, they mean a horse statue, right?” So I was surprised to find out it was actually real. Who would have thought a real horse would come to Gardens? Amazing.
