An Instagram Story showed that the sign had been put up.
It’s apparently opening on the first floor of a building called “夙川ビル.”

The address is 3-11 Oidecho, Nishinomiya, Hyogo.
Area Around the New 三ツ豆珈琲 Location
If you go this way, you’ll pass under the Hankyu elevated tracks and reach Yamate Kansen. Turn right, and Shukugawa Station is there.
In the opposite direction, you’ll find Oide Bridge, and farther along are Kurakuen-guchi Bridge and Kurakuen-guchi Station.
“三ツ豆珈琲” is a coffee specialty shop with its main store in Kitanatsugicho. There’s also a satellite store in Jogaboricho along Yamate Kansen.
Finally
As of now, detailed information such as the opening date has not been announced. The sign was up, but the rest of the exterior didn’t seem to be finished yet, so it may still be a little while before the shop opens.
