It looks like the coin parking lot “Sele Park Hanshin Nishinomiya” has been closed since April 27, and will reopen on July 17.
The reason for the closure is reportedly a geological survey to study construction plans.

Across the street is Nishinomiya Post Office.

If you go this way, you’ll reach Hanshin Nishinomiya Station. There’s also a Dashi Doraku vending machine

If you go in the opposite direction, you’ll reach National Route 2 and the area near Jisharon.

It’s 100 yen for 15 minutes, so 400 yen per hour. Pretty typical pricing for an area in front of a station. Since it’s also close to Nishinomiya Shrine, the price doubles to 800 yen per hour during New Year’s shrine visits and Toka Ebisu.

In closing
This seems to be part of the Hanshin Nishinomiya redevelopment. The parking lot is planned to be the site of a future tower apartment building, so I think they’re doing what’s called a boring survey to check how much weight the ground can support. By the way, the redevelopment is scheduled to be completed in 2030. Still quite a ways off~
