Maybe they’re people involved in the construction work? It looks like there are more than 100 people there.
All these people are involved in building this huge new hospital. When you think about it again, it’s pretty amazing!
You can also see what look like colorful lanterns. Looks fun. A lot of people probably saw it from Hanshin-Kokudo Station.
