It looks like they’re going to dig an underground tunnel beneath Rinko Line to store rainwater.
(Thanks to Hank @ Nishitsu SP for the tip.)
Here’s where the construction will take place ↓

The red line shows the section where the tunnel will be dug.

From around the former Marunaka, near “Soyora”…

…to around Higashi High School.
We covered this in an earlier article too.
Here it is on the map ↓
The address is 3 Hamamatsubara-cho, Nishinomiya City.

It seems a little similar to the underground storage pipe (chika choryukan) under the Tsutogawa River that we previously wrote about, which was built to prevent damage from heavy rain that happens once every 20 years. This one apparently won’t be as large as the one in this photo.

This time, it looks like they’ll dig a vertical shaft like the one in the photo. They also seem to be surveying whether there are any basements within a 1 km radius centered around Hamamatsubara-cho 3.
Quoted from Public Sewer Construction (Combined Storage Pipe Development No. 6) | Nishinomiya City Website
The Nishinomiya City page had an easy-to-understand illustration. Apparently, they’ll dig 10 meters per day.
Also, there was something pretty interesting:
On the construction details page, the machine that digs these kinds of holes had been turned into a character. The blue character apparently likes Koshien Curry and…

Koshien Sable cookies.

The purple character(probably the machine in charge of this construction) apparently likes Ebisu-yaki! Really though?
In Closing
To put it simply, this project is like a massive “invisible infrastructure” job that will catch heavy rainwater underground so the sewer system doesn’t get overwhelmed. If you pass along Rinko Line for a while, just think, “Oh, there’s some seriously impressive urban construction going on here.”
