It looks like Nishinomiya’s fireworks festival has been confirmed for Sunday, February 9, 2020.
According to Sun Television, the source of the information, the event will be held as a 70th anniversary project by the Nishinomiya Junior Chamber.
The announced event appears to be “Nishinomiya Fireworks Festival 2020: We Won’t Forget, What We Can Do Now.”
Since 2020 marks 25 years since the earthquake, 1,146 fireworks—the same number as the victims in Nishinomiya City—will be launched.
The launch site will be Shin-Nishinomiya Yacht Harbor.

Finally
Last year, the festival was held for the first time in 24 years, so I imagine quite a few people had been eagerly waiting to see what would happen this year. Fireworks in the middle of winter are rare, so this looks like it will be a special fireworks festival.
