It appears there are 41 seats.(Listed on the Nishinomiya City Council overview page)
However, at this point, we could not confirm on the city hall website who had been elected.
Including Matsuo-san, the top 41 candidates appear to be the elected candidates, but we expect the official results to become clear tomorrow.

We looked into the decimal points and found that when there are two or more candidates with the same full name, surname, or given name, and ballots are cast with only that name, surname, or given name written on them, the votes are divided according to each candidate’s share, which can result in decimal fractions.
