(1) The group must consist of at least 10 people for the purpose of sports activities, and must have an adult representative who lives in Nishinomiya City.

(4) The activity must be one approved by the Board of Education.
(5) The group must not be organized for political or religious activities, or for business purposes.
(6) The group must not be an anti-social organization.
