The opening hours are 7:00–19:00, and the capacity appears to be 90 children.
The only closing days are Sundays, national holidays, and the New Year holidays from December 29 to January 3.

There’s only a hose reel for watering sitting in the playground for now. They may install play equipment before opening.
It’s a four-story building. I wonder if the third-floor area will have a pool or something like that?
Is the area with the traffic cones a parking lot? Or maybe bicycle parking for drop-off and pick-up?
Lastly
The capacity seems to be 6 children aged 0, 12 children aged 1, and 18 children each for ages 2 through 5. It would be great if this helps reduce the number of families struggling with daycare waiting lists, even just a little.
