There seem to be some exceptions for buses in Amagasaki City
First, the Amagasaki city routes will apparently operate on a Saturday schedule on 8/10 (Sat).
The Amagasaki Sports no Mori route will not operate from 8/13 (Tue) to 8/15 (Thu).
But extra trains will run for high school baseball (Update)
Extra trains listed below will apparently run on August 10 (Sat) to August 15 (Thu), and on August 17 (Sat).

In Closing
When I looked up Obon schedules, it seems that in general, trains and buses operate on weekday schedules even during Obon. However, routes expected to have fewer passengers may switch to weekend/holiday schedules. In other words, Hanshin Electric Railway is less crowded during Obon than on a regular weekday.
