There seem to be several versions of the disaster prevention attraction, and this one called “Flood” appears to be especially popular.
For Nishinomiya City, this seems to be the third installment, with applications opening at 0:00 on August 1, but it reached capacity that same day.

Rather than just a standard disaster drill, turning it into an attraction like this draws attention, so it’s probably a good way to raise awareness about disaster prevention. That said, the budget for something like this seems pretty high. It’s probably also not easy for the city to charge people for it.
