It looks like advance sales of the Tigers ICOCA have been set for March 1 (Fri) to March 3 (Sun) at the temporary ticket counter at the west exit of Koshien Station.
According to the linked page, the card will cost 2,000 yen, and it seems it can also be given commuter pass functionality.
Unfortunately, it looks like there will be no children’s ICOCA version.
There will be two card designs: 50,000 cards with the team flag design and 30,000 cards with the To-Lucky design.

There’s a chance you’ll have to line up for the advance sale, so if you’d rather buy one from a ticket machine, the regular sale is recommended.

・Ticket machines other than those designated by the company sell the standard-design ICOCA. Please be careful not to buy the wrong one.
・Any changes to sale locations, end of sales, etc. will be announced on the website and other channels.
・If a “Tigers ICOCA” is reissued due to loss or malfunction (card damage, reading failure, etc.), the new card will be a standard-design ICOCA.
・Mail-order sales and similar forms of remote sales will not be available.
