It looks like the business hours for “Shinshu Soba Ichikawa” on the 2nd floor of Shukugawa Green Town have changed to closing at 5 p.m.

According to the notice, starting in September, the business hours have changed to until 17:00. They used to be open until 19:00, so it looks like the hours have been shortened by two hours.
