There’s a monument like this in Yokomichi Park, around where the Higashi River and the Naruo-Mikage Line intersect.

They’re on both sides of the Naruo-Mikage Line, but maybe the two pieces form a pair?
I also took photos of each one separately.
The monument is called “Wind,” and it says it was created using a waste resource collection fund.
I looked into it, but couldn’t find anything beyond that.
