According to the linked page, certificate issuance services will not be available at the following locations.
- Convenience stores (7-Eleven, Lawson, and FamilyMart stores nationwide)
- The automatic certificate issuing machine installed at ACTA Nishinomiya Station
The reason they will be unavailable is due to system update work.
If you were planning to get a certificate issued at a convenience store on Saturday, please do so by 11:00 p.m. today, or on Sunday the 21st.
Did you know you can get a resident record at a convenience store in the first place?
If you have a My Number Card, you can get resident records and other documents at convenience stores.
It seems you can get them using the multi-copy machines at convenience stores.
The certificates you can obtain are as follows.
- Copy of resident record
- Certificate of items stated in resident record
- Seal registration certificate
- Taxation certificate for the current fiscal year
- Certificate of all matters in family register (koseki tohon) / certificate of individual matters in family register (koseki shohon)
Getting certificates at City Hall takes way too long
Isn’t it pretty troublesome to get these certificates at City Hall?
There are just too many steps.
① Go to City Hall → ② Fill in the required information on the application form → ③ Take the application form to the counter → ④ Correct anything if there are mistakes → ⑤ Wait → ⑥ Pay the fee → ⑦ Receive the certificate.
The whole thing can take close to an hour.
But at a convenience store, you just bring your card, operate the machine, insert coins for the fee, and the certificate is printed out.

Apparently, Nishinomiya City was the first in Hyogo Prefecture to make it possible to obtain resident records at convenience stores.
In fact, it seems this service has been available since 2011 using the Basic Resident Register Card. Nishinomiya City was ahead of its time.
