Apparently, it has already become so popular that about 40,000 people nationwide(as of March 2019) have experienced it.
There seem to be several versions of the disaster preparedness attraction, and this one, “Flood,” appears to be especially popular.
For Nishinomiya City, this was apparently the third installment, with applications opening at 0:00 on August 1, but it reached capacity that same day.

According to Nishinomiya City’s official website, there are no plans to reopen applications due to cancellations.
It may be rare for a city-sponsored event to fill up this quickly.

This really does make you want to take part.
Finally
Rather than just being a standard disaster drill, presenting it in this kind of attraction format draws attention, so it’s probably a good way to raise awareness about disaster preparedness. That said, it does seem like it would cost quite a bit. It’s probably not easy for the city to charge people for it, either.
