It looks like they’ll be digging an underground tunnel beneath Rinkosen Road to store rainwater.
(Thanks to Hank @ Nishitsu SP for the tip.)
Here’s where the work will take place↓
Quoted from Home
The red line shows the section where the tunnel will be dug.

From around the former Marunaka and “Soyora” area…

…to about Higashi High School.
We covered this in an earlier article too.
Here it is on the map↓
The address is 3 Hamamatsubara-cho, Nishinomiya City.

It’s somewhat similar to the underground storage pipe (chika choryukan) we previously wrote about under the Tsuto River, which is meant to prevent damage from heavy rains that occur once every 20 years. This one apparently won’t be as large as the one in this photo.

This time, they’ll apparently be digging vertical shafts like the one in the photo. It seems they’re surveying whether there are any basements or similar spaces within a 1 km radius centered around 3 Hamamatsubara-cho.
Quoted from Public Sewer Construction (Combined Sewer Storage Pipe Development No. 6) | Nishinomiya City Website
There was an easy-to-understand illustration on the Nishinomiya City page. Apparently, they’ll dig 10 meters every day.
Also, there was something pretty interesting:
On the construction details page, the machine that digs these holes has been turned into a character. The blue character likes Koshien Curry and…

Koshien Sable.

The purple character(probably the machine in charge of this construction) apparently likes Ebisu-yaki! Is that for real?
Lastly
To put it simply, this project is like “massive hidden infrastructure work” that will catch heavy rainwater underground so the sewers and such don’t get overwhelmed. So when you pass along Rinkosen Road for a while, just think, “Wow, they’re doing some serious urban construction here.”
