According to information from Nishinomiya Internet TV,
this area was divided into town names through land readjustment, and Tokiwacho was named after the “Ipponmatsu” pine tree because its color stays unchanged throughout the year.

So I searched Google for “常磐町 読み方” (“How to read Tokiwacho”), and found that there are also places called “常磐町” in Sakai City, Osaka Prefecture; Takatsuki City, Kagawa Prefecture; Osaka City, Osaka Prefecture; Shizuoka City, Shizuoka Prefecture; Mito City, Ibaraki Prefecture; and Yokohama City, Kanagawa Prefecture.
