The Times “Nishinomiya Honmachi No. 4” parking lot along Fudabasuji Line in Honmachi appears to be closing for a “long-term private reservation.”
Here’s the notice.
It looks like it will be reserved for about a year and a half, from March 20, 2020 to July 31, 2021.
Tape has been put up, and it already looks like the general public can’t use it.
There’s also a rope across the entrance.

According to the Times website, in addition to filming locations, Times parking lots across Japan can be privately reserved for a wide range of uses, such as vehicle and equipment storage for events or commercial shoots, or parking for visitors. I’m curious what this large parking lot will be used for.
