The reason was that the election schedule had not been finalized.

It seems today’s report confirmed that voting and ballot counting will take place on the 21st.(Well, it had been expected, so it wasn’t exactly a bold prediction, but there had apparently also been rumors of a simultaneous House of Representatives and House of Councillors election.)
