It’s a restaurant inside Kwansei Gakuin Kaikan. The building is apparently marking its 20th anniversary, and the renovations are being done for safety and comfort.

This is what it looks like across the street.
If you go this way, the road on the right passes in front of the main gate of Koryo Junior High School and heads toward Nigawa and Kotoen. The road on the left leads along the Nigawa River.
If you go this way, you’ll find the abura soba shop “Kirinji Kwangaku-mae” and “Top Coffee” in front of Kwansei Gakuin’s main gate, and the bus road continues toward Hirota.

The building has a bit of a guesthouse-like feel, but it said something like “anyone is welcome to use it freely.”
