Daa @ Nishitsu apparently spotted a Google car near Kotobukicho in Shukugawa.
It was next to Senshu Ikeda Bank↓

I saw an Apple Maps car
Actually, quite recently I also saw what looked like an Apple Maps car, not a Google car, on Rinko Line.
We also received a photo from someone on Facebook who spotted one in Naruo! (Thank you!)

It was reportedly spotted at around 9 a.m. on August 2, 2019.

Apple, the company behind the iPhone, also seems to be investing heavily in its map business. It had felt like Apple Maps had fallen far behind Google Maps, but it looks like they’ll be doing something similar to Google Street View as well. (Personally, I’ve recently been impressed by how easy Apple Maps’ 3D aerial maps are to view!)
Apparently, in the Hanshin area of Hyogo Prefecture, Kobe City, Ashiya City, and Nishinomiya City are included in the Apple Maps image collection areas.

Lastly
It seems that the latest Google Street View images within Nishinomiya City are from November 2018, so the July 2019 sightings may be for the next update. Since this is a service Nishinomiya Tsushin makes full use of, this is extremely welcome news!
