This is a unique flea market where only children can sell and buy items.

Part 1: 11:00–12:00
Part 2: 14:30–15:30
Capacity: 120 children per session
Location: LaLaport Koshien Mountain Breeze (1F Pinweek Court in case of rain)
It’s by the entrance on the stadium side.
Who can participate: Children in elementary school or younger
What Is Kids Flea Market?
It seems to be an event run as part of the activities of the NPO Kids Flea Market, aimed at helping children develop a recycling mindset, financial literacy, and communication skills.

Kids Flea Market has apparently been running for 16 years now, and it’s also held at Aeon Malls and other locations across Japan. It’s not every day that elementary school kids get the chance to sell things like clothes and manga by themselves, so it sounds pretty interesting. Maybe it helps improve their presentation skills too. Kids these days are amazing.
