They’re called tachiaoi (hollyhocks). Even though they’re not blue at all.
Actually, these flowers
are said to usually start blooming around the rainy season in June, and by the time the flowers at the tip bloom, the rainy season is over.
But as of May 20, they were already two-thirds in bloom.

They’re blooming along the river across Rinko Line from Ito-Yokado.

Some plants still had a lot of buds, but overall they already looked like they might wilt from the heat.
The seasons in Nishinomiya are moving way too fast.
