It looks like “Kura Sushi Koshien” will be opening somewhere in Ueda Nishimachi.
(This information was provided by Hammama-san. Thank you!)
The photo shows Ueda Nishimachi Park↓

Ueda Nishimachi is here on the map↓
The source is this job listing. The listed work location says Ueda Nishimachi 4-5 (planned).
Ueda Nishimachi 4 is, according to the map above, the area that includes part of the park.
Just to be sure, I went to check it out.
All that was there were the park, Naruo Gymnasium, a pumping station, and an electrical substation.

None of the facilities looked like they were about to disappear.
So it may not be this exact spot. The wording “Ueda Nishimachi 4-5 (planned)” was a little vague.
In any case, it seems certain that a Kura Sushi will be opening somewhere around this area.
From Here on, It’s Speculation
From here on, this is just speculation, so please take it with a grain of salt.
If it’s opening in early December, construction would probably already need to be underway, so I looked around the area to see if there were any likely buildings.
The spot that made me wonder was this one↓
It’s the former site of Kojima Denki, which closed in 2016. It’s along Rinko Line, next to Kirindo.
Recently, interior construction crews have been going in and doing work there, so things may become clear soon.
If Kura Sushi does open here, Hakodate Ichiba is right next door, so it could turn into a pretty fierce matchup, like the previous article about Big Boy and Volks on the Ashiya city border.
Finally
Wow, a new Kura Sushi opening is exciting, isn’t it?
There are currently two Kura Sushi locations in Nishinomiya: one along Route 2 near Sakura Shukugawa, and one along Rinko Line in Imazu. Both are open until midnight, which makes them really convenient.
This time, a new location is coming to the Naruo area, so once we know exactly where it will be, we’ll let you know!!
※Hammama-san, thank you for the tip!!
