It looks like you’ll be able to get there from the walkway connected directly from the station to Gardens(apparently it’s called a deck).
So instead of turning when you go to Gardens, you’ll keep going straight.
It seems like it will connect from around the top of these stairs.
Restaurants, Retail, and More on the 1st and 3rd Floors

1st and 3rd Floors
The restaurants, retail, and service shops are what we’re curious about. We don’t know yet what tenants will move in.
2nd Floor
This will be a bicycle parking area. Since this spot used to be a bicycle parking lot, it seems that function will remain.
4th to 9th Floors
These are listed as offices.
However, it also mentions “customer-facing tenants” and “shops,” so there may be some businesses that visitors can use.
10th to 14th Floors
These appear to be rental apartments for single residents. There will be 112 units.

When it comes to news about this commercial facility, isn’t the “rental apartments” part actually the biggest point of interest? Not only is the station close, but you can also get to Gardens without getting wet in the rain, work out at Konami Sports, and even find clinics if you get sick. You could live your whole life without getting rained on! But I’m sure it’ll be expensive. I’m jealous.
